A global anti-smuggling committee was formed, comprised of members from all countries, and a new set of global laws were legislated to combat the growing smuggling problem. A new specialised arm of global law enforcement was formed; The MIIT, Monitors of Illegal International Trade, and they were given huge amounts of power. Their methods were harsh and brutal… and overwhelmingly effective.Due to these changes the international smuggling industry was in great peril, with numerous smugglers disappearing without a trace and all smugglers at risk. To counter the MIIT and the new laws the smugglers themselves overcame their differences and united together under The CUFT, The Council of United Free Traders.They realised that they couldn’t overcome the MIIT via direct confrontation, and decided the only way to secure the future of their lifestyle (and income) was by devising a new means of transporting their goods.As a single body they committed the bulk of their considerable resources to the construction of giant underwater tunnels, running from continent to continent. Huge amounts of money were pumped into research, and craft were designed which would travel the tunnels at speeds of 1000 kilometres per hour and greater. The construction process was a slow one, as they didn’t want to draw the attention of the authorities, but finally, after a decade of careful construction and bribery the tunnel system was ready for use. This tunnel system was named the International Free Traders Network, or IFTN.International smugglers now had a new and efficient avenue to conduct their business, and it was unknown about by most of the authorities, with those who did find out being kept sufficiently payed off.For the first couple of years everything ran smoothly, but gradually the comradeship that had formed between the smugglers began to fade, and they started feuding over use of the tunnels.The CUFT committee saw what was happening and what this would lead to, and laid down a set of laws to govern the use of tunnels, the F.T.C. (Free Traders Code) and established its own arm of law enforcement, NUE, Network Usage Enforcers, to ensure the code was abided by.Once again international smuggling is a prosperous and competitive industry…
